a)         Guest Citizen and presentation of check – Kirsten Kreiling, President of the Columbine Memorial Foundation

 

b)         Scheduled public appearances – Mr. Gary Herbella, Chair, Board of Directors, Highlands Ranch Metro District

               

7.         Consent Agenda Items

 

a)         Resolution Authorizing Intergovernmental Agreements with the Counties of Arapahoe, Douglas and Jefferson to Coordinate the November 3rd Election – Passed 7/0.

 

b)         Resolution approving the suspension of building permit fees for 1 month – Permit fees will be suspended from October 15, 2009 to November 15, 2009 with the hopes of stimulating the economy.  Passed 7/0

 

c)         Resolution adopting the City of Littleton—Three Mile Plan (August 2009) –This                                   motion addresses annexation and is required by the State to be enacted                                and updated once per year.  Motion passed 7/0.

 

d)         Resolution for an Amendment to an IGA with Urban Drainage and Flood Control District for Little’s Creek – Passed 7/0

 

e)         Approval of a contract extension with Rural Metro of Central Colorado, Inc. for back-up ambulance transport service for Littleton Fire Rescue – This motion was passed 5/2 with Ostermiller and Taylor dissenting with a minor language correction to bring the motion into compliance with the City Charter.

 

 

8.         Second and Final Reading on Ordinances and Public Hearings

 

a)         Ordinance Authorizing a Conservation Easement for Ensor Property – Motion passed 7/0.  Second reading will be on October 20, 2009.

 

9.         General Business

 

a)         Public Hearing – South Platte Park Management Plan South Suburban/City – After a lengthy public hearing with the usual reasons for keeping Cooley Lake closed to the general public and the usual reasons for opening Cooley Lake to the public for fishing and other uses, Jose moved to modify the management plan to include fishing in Cooley Lake after consultation with South Suburban Parks and Recreation District.  Mulvey seconded.  Motion failed on a 2/5 vote with Mulvey and Jose in support.  The Council then voted to accept the South Suburban Management Plan on a 5/2 vote with Jose and Mulvey dissenting.  The South Suburban Board who was also in attendance had convened a meeting jointly with our Council.  They voted 3/0 to approve the Management Plan.

 

b)         2010 Budget Preview – The 2010 Budget will be sent to Council on August 27               in preparation for their budget talks in September.

 

 

COUNCIL WILL CONDUCT AN EXECUTIVE SESSION TO DISCUSS A LAND MATTER PURSUANT TO C.R.S. 24-6-402(4)(A) PURSUANT TO THE PURCHASE, ACQUISITION, LEASE, TRANSFER, OR SALE OF ANY REAL, PERSONAL, OR OTHER PROPERTY INTEREST and a personnel matter.
